Memoranda of Understanding (MOUs)

Introduction
There are nearly 1.5 million military-connected children in the United States. Military families live in every state, in communities that are home to large military installations, and in communities far away from installations. When child maltreatment occurs in a military family, Department of Defense programs play a critical, and often mandatory, role. Military families require care that meets their unique needs, including coordination of Children’s Advocacy Center (CAC) and Department of Defense (DoD) services.
NCA has established seven memoranda of understanding (MOUs) with Military Criminal Investigative Organizations (MCIOs) and DoD Family Advocacy Programs (FAPs) to support CAC-military partnerships nationwide including:
NCA-Military Criminal Investigative Organization
- U.S. Army Criminal Investigative Division (CID) – for Army
- Naval Criminal Investigative Services (NCIS) – for Navy and Marine Corps
- Department of the Air Force, Air Force Office of Special Investigations (AFOSI) – For Air Force and Space Force
NCA-Family Advocacy Program
- U.S. Army Office of the Deputy Chief of Staff, G9 - for Army
- Headquarters Marine Corps, Manpower and Reserve Affairs, Marine and Family Programs Division – for Marine Corps
- Commander, Navy Installations Command – for Navy
- Department of the Air Force – for Air Force and Space Force
Memoranda of Understanding (MOUs)
Members of National Children’s Alliance may view the compilation of MOUs by accessing the document below. Members may download the document and share with their teams as needed for participation in the MOUs. If you are not seeing the link below, please make sure you are logged into NCA Engage.
Eligibility and Participation
All NCA Accredited CACs are eligible to participate in the national military MOUs. Accredited CACs may opt-in to MOU participation by completing the participation form link sent to your CAC primary contact. To request a resend of the link please check your spam/junk folder, or contact Wendy Luikart at wluikart@nca-online.org.
To maximize CAC service access for military families, participating CACs are asked to sign-on to all seven MOUs. Even when it seems there is only one branch of service present in a community, military families of any branch may be visiting the area or otherwise have a need for CAC services.

Participants in this webinar will learn about NCA’s seven MOUs with the Department of Defense Family Advocacy Program (FAP) and Military Criminal Investigative Organizations (MCIOs). Participants will learn the goals of the MOUs, key components of the MOUs and agreements of the parties, which CACs are eligible to sign on to MOU participation, benefits of participating in the MOU and instructions for where to view the MOUs and sign on to participate. An opportunity for Q&A will follow the presentation. The recording of the webinar will be available after the live event for on-demand access.
