Introduction to Military Criminal Investigative Organizations

There are several systems and programs that Children’s Advocacy Centers (CACs) should be familiar with in order to effectively serve children in military families. This webinar provides an introductory orientation to military criminal investigative organizations (MCIOs), key partners in child abuse investigations involving military families. Participants will learn about the Uniform Code of Military Justice, the roles and case criteria for MCIOs, jurisdictional issues, MCIO child forensic interviewing protocols, and how MCIOs work with CACs. The live webinar will allow opportunity for Q&A.

Special Agent Elizabeth Heisey

FSV Policy Division Chief

Special Agent (SA) Heisey current serves as the Naval Criminal Investigative Service (NCIS) Family and Sexual Violence (FSV) Policy Division Chief. In her role as FSV Policy Division Chief, she serves as the subject matter expert on FSV for NCIS within the Department of the Navy. She consults other Department of Defense (DoD) partners including the Military Criminal Investigative Organization (MCIOs) and Federal, State, and Local law enforcement partners on adult sexual assault, domestic violence, child exploitation, child physical and sexual abuse.

Prior to her promotion in 2018 to NCIS HQ, SA Heisey served as the Supervisory Special Agent (SSA) at NCISRA Quantico (VA). From 2011-2016, SA Heisey was assigned to NCISRA Camp Pendleton (CA) as the where she was assigned to the FSV squad. SA Heisey was selected to be the long-term Acting SSA of the FSV squad in March 2012 and was promoted to full time SSA in January 2014. From 2008-2011, SA Heisey was stationed at the NCIS Contingency Response Field Office in Brunswick (GA). She deployed to Iraq in support of Operation Iraqi Freedom and Afghanistan in support of Operation Enduring Freedom. SA Heisey also supported the NCIS counter-piracy mission in Bahrain, Seychelles, South Africa and Oman. SA Heisey joined NCIS in 2005. Her first duty assignment was NCISRA Twentynine Palms (CA).

SA Heisey has advanced training in adult sexual assault investigations, crimes against children, domestic violence and strangulation investigations, crime scene processing, death investigations, procurement fraud investigations, protective service operations, field training, peer support, and threat management.

SA Heisey earned a bachelor’s degree in Psychology with a minor in Criminology from The Ohio State University and a master’s degree in Forensic Psychology. SA Heisey graduated from the FBI National Academy (Session 272) in 2018.

Major Karen Schaefer

Investigative Psychology Postdoctoral Fellow

Maj Karen Schaefer is an Investigative Psychology Postdoctoral Fellow at Headquarters Office of Special Investigations (OSI) Behavioral Science Directorate (HQ OSI XB) at Quantico Marine Corps Base, Va. She is a licensed clinical psychologist. Maj Schaefer currently provides investigative psychology consultation to OSI agents and teaches several advanced interviewing courses. Maj Schaefer was previously the Mental Health Element Chief, 4th Medical Operations Squadron, Seymour Johnson Air Force Base, North Carolina. There she provided individual and group psychotherapy, as well as psychological testing and clearances/evaluations to 10,500 beneficiaries in support of the Air Force’s largest Fighter Wing. Maj Schaefer also served as the Disaster Mental Health Team Chief, coordinating the response of four organizations across the Wing to base exercises and real world events. Maj Schaefer was the base Suicide Prevention Program Manager, working to prevent suicide among Airmen through prevention and outreach efforts. Additionally, she deployed in support of Operation Inherent Resolve, Operation Freedom’s Sentinel, and Operation Enduring Support.

Maj Schaefer commissioned in 2013 through the Health Professions Scholarship Program as a graduate of Georgetown University and George Mason University. She entered active duty in 2014. Maj Schaefer completed her residency in clinical psychology at Malcolm Grow Medical Clinics and Surgery Center at Joint Base Andrews in Maryland.

Kristie McKenney (Moderator)

Director of Member Services and Chapter Development, NCA

Kristie McKenney, MS. has dedicated the last 20 years to children through her work developing and enhancing Children’s Advocacy Centers.She has extensive experience that includes forensic interviewing of child victims of crime, opening and managing a multi-site children’s advocacy center, leading a state chapter of children’s advocacy centers and most recently as the Director of Member Services and Chapter Development for the National Children’s Alliance.She has trained professionals in the areas of child sexual abuse, forensic interviewing, child advocacy center development, board development, resource development and leadership strategies.Ms. McKenney has worked with countless diverse groups, individuals and organizations on strategic planning, leadership development and other organizational initiatives.She earned her M.S. in Organizational Management and Leadership with a concentration in Criminal Justice Studies from Springfield College in 2005 and her B.A. in Psychology from Keene State College in 1994.
