
Presenting Evidence in the Forensic Interview: Office Hours with the FBI - April 2023

This session is an opportunity for CAC forensic interviewers to ask questions and consult on issues related to presenting evidence in the forensic interview. The session will be facilitated by FBI Child/Adolescent Interviewers and will allow opportunity for small group discussion. Facilitators will present and discuss video clips that demonstrate presenting evidence skills and participants will have the opportunity to practice skills using sample scenarios. This session will not be recorded and is offered as a live event only. Amy Scarmon, MA, LMHC
Child/Adolescent Forensic Interviewer

Amy Scarmon, MA is a Licensed Mental Health Counselor and holds a master’s degree in Counseling. Amy has experience working in the mental health field, has been conducting forensic interviews for more than 18 years and is currently employed with the FBI as a Child/Adolescent Forensic Interviewer with the Victim Services Division. Prior to joining the FBI, she spent several years conducting interviews and supervising interviewers at a Child Advocacy Center. Amy provides consultation and training to law enforcement personnel, community partners, and other professionals.

Erin Williamson
Child/Adolescent Forensic Interviewer

Erin Williamson has been a CAFI with the FBI since August 2018 and covers Washington, Oregon, Idaho and Alaska. Previously, she was a Forensic Interviewer and Program Coordinator with a CAC in NH for nearly 10 years.

Shannon Martucci
Child/Adolescent Forensic Interviewer

Shannon Martucci is a Child/Adolescent Forensic Interviewer (CAFI) for the Federal Bureau of Investigation. Shannon is located in the Atlanta regional office and covers the Southeast region of the United States of America to include Georgia, Florida, South Carolina, Alabama, and Puerto Rico. Shannon is one of seventeen Forensic Interviewers who cover the USA and its foreign partners. Shannon, has a Master of Science degree in Professional Counseling, a Bachelor of Science degree in Psychology, and she is a Board Certified Counselor. She began her career as a forensic interviewer in 2009 at the 13th Judicial Circuit’s Administrative Offices of the Court- Children’s Advocacy Center in Tampa, FL. Shannon has conducted forensic interviews for a variety of violations to include: cyber exploitation, human trafficking, kidnapping, homicide, sexual abuse, physical abuse, and domestic violence. Shannon also has extensive experience as a trainer to law enforcement, service providers, and community members in various topics related to child abuse. Due to her training and experience in Forensic Interviewing, Shannon testifies in court as an expert in the Forensic Interview process.

Martha Finnegan
Supervisory Child/Adolescent Forensic Interviewer

Martha J. Finnegan is a Supervisory Child/Adolescent Forensic Interviewer (SCAFI) for the FBI’s Victim Services Division, Child Victim Services Unit. As a Supervisory CAFI, Ms. Finnegan provides supervision to a team of CAFIs, provides consultation and administrative support and serves as an advisor regarding guideline application. Ms. Finnegan also conducts victim interviews and/or helps agents locate qualified interviewers in their area. Types of violations where Ms. Finnegan’s interviewing skills are utilized include, but are not limited to, cyber exploitation, human trafficking, abduction, and mass violence events/terrorism cases. Ms. Finnegan is also available to provide expert testimony, technical assistance and training to FBI personnel, U.S. Attorneys, and other federal, state, local, and international agencies in the areas of forensic interviewing of victims and witnesses of abuse and exploitation.
Ms. Finnegan has published an article entitled Creating and Administering a Kids Court Program and is co-author of an article entitled The Use of Anatomical Diagrams in Child Sexual Abuse Forensic Interviews. She also authored a guide for FBI agents entitled Investigative Interviews of Adolescent Victims and co-authored an article entitled Interviewing Compliant Adolescent Victims. Ms. Finnegan also co-authored an article on presenting evidence in forensic interviews entitled A Picture is Worth a Thousand Words: Incorporating Child Pornography Images in the Forensic Interview.
