Technology Facilitated Child Victimization: Violent Online Groups Extort Minors to Self-Harm, Harm Animals, and Produce Child Sexual Abuse Material

In this webinar, participants will learn about the increase in FBI reports of technology-facilitated child victimization by violent online harm groups, the unique characteristics of the cases and related considerations for forensic interviews, and strategies for addressing secondary traumatic stress for MDTS providing services in these cases. Martha Finnegan

Supervisory Child/Adolescent Forensic Interviewer

Martha J. Finnegan is a Supervisory Child/Adolescent Forensic Interviewer (SCAFI) for the FBI’s Victim Services Division, Child Victim Services Unit. As a Supervisory CAFI, Ms. Finnegan provides supervision to a team of CAFIs, provides consultation and administrative support and serves as an advisor regarding guideline application. Ms. Finnegan also conducts victim interviews and/or helps agents locate qualified interviewers in their area. Types of violations where Ms. Finnegan’s interviewing skills are utilized include, but are not limited to, cyber exploitation, human trafficking, abduction, and mass violence events/terrorism cases. Ms. Finnegan is also available to provide expert testimony, technical assistance and training to FBI personnel, U.S. Attorneys, and other federal, state, local, and international agencies in the areas of forensic interviewing of victims and witnesses of abuse and exploitation.



Ms. Finnegan has published an article entitled Creating and Administering a Kids Court Program and is co-author of an article entitled The Use of Anatomical Diagrams in Child Sexual Abuse Forensic Interviews. She also authored a guide for FBI agents entitled Investigative Interviews of Adolescent Victims and co-authored an article entitled Interviewing Compliant Adolescent Victims. Ms. Finnegan also co-authored an article on presenting evidence in forensic interviews entitled A Picture is Worth a Thousand Words: Incorporating Child Pornography Images in the Forensic Interview.

Tiffany Short

Tiffany Short has 25 years of professional experience working violent crimes against children. Ms. Short currently serves the FBI as a subject matter expert on child/adolescent victimization and human trafficking victimization. Ms. Short is embedded at the FBI’s Crimes Against Children & Human Trafficking Unit where leading professionals from a variety of disciplines develop policy and guidance, provide expert consultation, and execute large scale and major operations for child victims of violent crimes and human trafficking victims. As an FBI instructor and adjunct faculty member, Ms. Short provides professional presentations on child victimization and human trafficking globally to national and community leaders. Ms. Short was selected as a key presenter on a multi-disciplinary team used to instruct over 30 law enforcement partners in Canada prior to the first joint international operation to recover minor victims of sex trafficking. Her work overseas has since extended to Thailand, Ghana, Qatar, Bahrain, Kuwait, Malta, England, Ethiopia, Ireland, Austria, Albania, Bosnia, Herzegovina, Kosovo, Macedonia, Montenegro, Serbia, Croatia, and Kenya.


Prior to serving as a subject matter expert for the FBI, Ms. Short was an FBI Victim Specialist, providing direct services to federal victims of crimes including, Indian Country physical/sexual abuse, domestic violence, homicide, adult and child kidnapping, adult and child sex and labor trafficking, victims of sexual abuse images, and victims/witnesses of mass casualties’ incidents. Ms. Short has been recognized for her leadership in the field of victim assistance in human trafficking and her work in Indian Country.


Before the FBI Ms. Short was a Medical Social Worker on the Child Abuse Evaluation Team for Driscoll Children’s Hospital in Corpus Christi, Texas.


Ms. Short is currently pursuing a Doctor of Social Work Degree in Clinical Practice & Leadership from The University of Tennessee Knoxville. She has a Master of Clinical Social Work from Texas State University and a Bachelor of Art in Social Work from Augustana College. Ms. Short is a Licensed Clinical Social Worker in the state of Texas.
