Awards for the Establishment, Improvement, and Expansion of CACs - Equipment and Technology Support

NCA, under a cooperative agreement with the United States Office of Justice Programs (DOJ, OJP, OJJDP), will administer over 15 million in federal funds for the establishment, improvement, and expansion of Children’s Advocacy Centers (CACs) through this request for proposals (RFP). Please note that specific award amounts may change. All awards are contingent upon the release of funding from OJJDP.

Eligible Organization Types

Accredited CACs, Associate/Developing Centers, Affiliate MDTs, Satellite CACs, and Non-Member Multidisciplinary Teams or entities in the process of establishing a CAC. 

Deadline to Apply

Application packages will be accepted on a rolling basis until June 30, 2027, at 11:59pm Eastern, or until funding is exhausted (For More Information - See Page 6 of RFP).

Award Type


Equipment and Technology Support - CACs (ETS)

Maximum Award Amount: $50,000

Minimum Award Amount: $5,000

Goal: To support the work of the CACs by purchasing or upgrading the necessary equipment including hardware, software, and related services (installation, etc.):

  • Medical examination equipment – Forensic camera systems (including portable systems), telemed forensic exam equipment, forensic alternate light sources, colposcopes (including digital/video), medscopes, exam tables
  • Forensic interviewing systems – Recording equipment, observation systems, first-time installation/upgrade of HIPAA-compliant digital evidence management, Smartboards for improved interaction and recording during interviews
  • Case/Peer Review - First-time installation/upgrade of technology to facilitate remote viewing and HIPAA-compliant digital recording storage and sharing of recordings/images
  • Victim advocacy technology – Mobile advocacy equipment
  • Mental health service equipment – PCIT rooms, telehealth platforms
  • Operations – First-time installation/upgrade of human resources or accounting software
  • Electronic OMS survey completion by caregivers/youth- Dedicated tablet or laptop and necessary accessories for storage, charging and security
Please Note! Applicants who are Non-Member Multidisciplinary Teams (multidisciplinary teams in areas in which there are no existing CACs) or entities in the process of establishing a CAC are required to provide signed and dated letters of support from the State Chapter to document that the application is coordinated and in compliance with the state Chapter growth and development plan. Additional details regarding the requirements for letters of support can be found in the Application and Submission Information section of the ETS RFP.

Please Note

Furniture such as cabinets, chairs, or waiting area sofas, and supplies are not allowable. For each of the bulleted items, please make sure to request that the vendor consolidate the purchase in one invoice with all line items clearly listed. An additional purchase of cables, lenses, etc. that is not part of the invoice for the main equipment piece will not be considered allowable.

Yes. Non-Member Multidisciplinary Teams (multidisciplinary teams in areas in which there are no existing CACs) or entities in the process of establishing a CAC MUST provide a Letter of Support from the State Chapter to document that the application is coordinated and in compliance with the state Chapter growth and development plan.
Subscriptions can be included but are limited to first-time implementation. Ongoing or multi-year subscriptions are generally not supported.
No. Vehicles are not allowable under any NCA grant.
ETS grants require a single report at the end of the project period.
Yes, but if there is only one vendor that provides the product or service, a sole source purchase is allowable. In the ETS Budget Template, towards the bottom of the "Grant Proposal Budget" tab, you can add your sole source vendor and information.
You should follow your organization’s procurement policies, maintain proper sole source justification documentation, and clearly note the sole source in your budget and explain it in the budget narrative.
Yes, training can be included in the Equipment and Technology Support (ETS) application. However, any training costs should be incorporated into the vendor’s invoice—not submitted separately as a consulting agreement or standalone contract.
No. Personnel and Fringe costs are unallowable on Equipment & Technology Support grants.
