Awards for Expanding Access to CACs Resources and Services for Victims of Child Sexual Abuse Materials and Child Sex Trafficking (DTVF)

NCA, under a cooperative agreement with the United States Office of Justice Programs (DOJ, OJP, OJJDP), will administer over 15 million in federal funds for the establishment, improvement, and expansion of Children’s Advocacy Centers (CACs) through this request for proposals (RFP). Please note that specific award amounts may change. All awards are contingent upon the release of funding from OJJDP.

Eligible Organization Types

Applicants must be existing Accredited Children’s Advocacy Centers. Please review the RFP for additional eligibility details.

DTVF Award Type


CAC Trainings and Provision of Services to Victims of CSAM and Child Sex Trafficking

Maximum Award Amount: $75,000 

Goal: To support the development, expansion, or enhancement of the full array of CAC services to victims of child sexual abuse materials (CSAM), including those victims of CSAM who are also victims of child sex trafficking.

This can include emergency support services (clothing, medical care, mental health services, and transportation) and/or temporary housing resources*. 

To facilitate the development of written protocols/guidelines, policies and procedures for a coordinated CAC/MDT response specific to CSAM and child sex trafficking cases. 

 To develop CAC competencies in service provision to victims of CSAM and/or child sex trafficking by focusing on one or more of the following trainings**:

  • Specialized Forensic Interview (FI) training
  • Screening and identification 
  • Effective interventions for Mental Health clinicians 
  • MDT response and the provision of services, including cases of youth-produced sexual images
  • Statewide, regional, or national child abuse conferences with CSEC focus
  • Providing a coordinated response for local community organizations and groups

**All trainings must be specifically focused on victims of CSAM and/or child sex trafficking and consistent with the National Standards for Accreditation.

*This is limited up to the total amount charged by a shelter per night or for a hotel room at or below the federal government nightly per diem rates if it is needed as part of the direct provision of services in the process of returning a victim home to their family or caregiver.

Please Note! DTVF applicants are required to provide signed and dated letters of support or memoranda of understanding from partner agencies within the MDT/CAC. Additional details regarding the requirements for letters of support can be found in the Application and Submission Information section of the DTVF RFP.

DTVF FAQs

The DTVF grant is available to accredited CACs only.
Yes. DTVF applicants MUST provide signed and dated letters of support, from partner agencies within the MDT/CAC, that include the following: 1) Expression of support for the program and a statement of willingness to participate and collaborate with it, and 2) Description of the partner’s current role and responsibilities in the planning process and expected responsibilities when the program is operational.
Performance measures vary based on your project goals, but may include the number of children served, forensic interviews, mental health services provided, and trainings conducted.
Yes. Training is allowable if it directly supports your CAC’s ability to serve victims of child sexual abuse material (CSAM) or child sex trafficking.
Yes. Reasonable estimates are acceptable during the application stage.
No. Logic Models are optional and do not have to be submitted with your application
No. The DTVF award is focused on services for victims of CSAM/CST, which would be the children that are directly served by the CAC and known victims, and not educating the general public or presenting a Prevention curriculum to a student body.
