Awards for Coordination of Children's Advocacy Center Services for Military Families

NCA, under a cooperative agreement with the United States Department of Justice Office of Juvenile Justice and Delinquency Prevention (OJJDP), will administer over 15 million in federal funds for the establishment, improvement, and expansion of Children’s Advocacy Centers (CACs) through this request for proposals (RFP). Please note that specific award amounts may change. All awards are contingent upon the release of funding from OJJDP.

Eligible Organization Types

Applicants must be existing Accredited Children’s Advocacy Centers. Please review the RFP for additional eligibility details.

Military Award Type


Coordination of CAC Services for Military Installations

Maximum Award Amount: $50,000 

Goal: Awards to establish or expand the provision of CAC services on military installations to:

Focus 1 - CACs who are establishing military partnerships: 

Identify and develop best practices to help military installations address cases of child abuse.

  • Establish written protocols/guidelines for a coordinated CAC/MDT response specific to military-affiliated children and families.
  • Implement more efficient delivery methods to increase service capacity for military-affiliated children and families.
  • Implement or expand technology and systems to improve case management.
  • Develop or strengthen partnerships with key military installation personnel.

Establish a coordinated investigative and comprehensive response to child abuse to military families.

  • Provide core CAC services to military-affiliated child victims and non-offending caregivers as well as education, and support services.
  • Provide/coordinate trainings to military partners and expand outreach to military communities using trauma informed care and best practices, etc.

Focus 2 - CACs who are expanding military partnerships: 

Identify and develop best practice processes and resources to be made available to CACs to enhance services to military families.

  • Document the progress of project implementation and the collaborative model developed related to implementation.

Expand existing partnerships, service delivery protocols, and develop new practices to strengthen coordinated and comprehensive military-CAC response to child abuse for military families.

  • Establish practices and systems to ensure continuity of partnership through turnover.
  • Further CAC efforts to strengthen military installation partnerships for long-term sustainability.
  • Implement more efficient delivery methods to increase service capacity for military-affiliated children and families.
  • Implement or expand technology and systems to improve case management.

Expand the coordinated investigative and comprehensive response to child abuse to military families.

  • Expand core CAC services to military-affiliated child victims and non-offending caregivers as well as education, and support services.
  • Provide/coordinate trainings to military partners and expand outreach to military communities using trauma informed care and best practices, etc.

Both Focus 1 and Focus 2 applicants may use the funding to support a military-focused dedicated case manager/Victim Advocate or Liaison position at the CAC to support project activities.

Are you a returning applicant?

Applicants will need to ensure that new objectives/activities are the focus of the application.  The scope of your project should naturally evolve compared to past projects.

Letters of Support/Memoranda of Understanding

Applicants MUST provide signed and dated letters of support from partner agencies within the MDT/CAC. In addition, it is recommended that Military award applicants also provide signed and dated letters of support from Family Advocacy Program or other military programs at partnering military installations. Please review the RFP for additional details regarding letters of support requirements.
